David Merrick works at the Center for Disaster Risk Policy and the Emergency Management and Homeland Security Program at Florida State University.  Since he joined FSU in 2004, he has worked on a variety of information technology projects including a national disaster housing project for FEMA, a clearinghouse for mitigation and recovery information aimed at private contractors, an online functional needs registry and a computer facilitated tabletop exercise system.  These systems have been utilized successfully by dozens of local, state, and Federal organizations and agencies, and they are universally recognized as effective and efficient solutions.

As part of the research team at CDRP, David has developed emergency management training and exercises for all levels of government, facilitated plan review and development, and provided technical assistance on a variety of governmental projects.  David is certified to train the Homeland Security Exercise Evaluation Program (HSEEP), and has designed and conducted dozens of HSEEP compliant exercises and exercise programs.

David is a subject matter expert on social media and emergency management, crisis mapping, terrorism and homeland security policy, and information technology and emergency management.  He has delivered lectures and presentations on disaster management and social media at De La Salle University in the Philippines, presented papers on terrorism and security for The International Emergency Management Society, and lectured on functional needs and registry systems as well as computer-mediated exercise systems for a variety of audiences.  David teaches courses in Emergency Management, Terrorism, and Emergency Management Information Systems and was recognized by FSU as an “Innovator” in research in 2006, 2007, and 2008 for his work on computer mediated tabletop exercises.

Outside of emergency management, David has over 10 years of application and database development experience on a variety of platforms.  He is well versed in small team agile development practices and has overseen the creation and integration of successful software solutions for a range of clients and markets.

David is happily married and lives in Tallahassee, Florida with his two growing children, a pug (good dog), an English bulldog (bad dog), and a darn cat.  He and his wife are active in youth soccer, volunteer in their kids’ schools, and David is an experienced Boy Scouts of America volunteer leader.
